The main spring is what sets the energy behind each shot, which makes it the part to change when power is the thing you want to alter.
Rating alone does not fix the figure though. Cylinder volume, air seal, barrel length and the weight of the BB all move the result, so the only number that counts is the one your own chrono gives.
Every site sets its own energy limits and enforces them at the chrono. Change a spring and you re-test, without exception.

Work back from the limit you have to meet and the rest of your setup, then chrono and adjust. There is no rating that guarantees a given figure.
Will a heavier spring need other changes?
Often. A heavier spring asks more of the motor, the piston and the gears, so it is worth looking at the whole build rather than the spring alone.
Does the rating tell me my velocity?
No. It describes the spring, not the gun. Volume, seal, barrel and BB weight all change what comes out of the muzzle.
