Microphone booms live in the worst place on a headset. They get caught on webbing, crushed in a kit bag, bent back to clear a cheek weld and levered on when the headset comes off in a hurry. On most comms headsets that eventually ends the headset. On the M32 family it ends the boom, and the boom is a spare part.
The S31 is the flexible-arm version: it holds a set position but bends without complaint, so it can be pushed clear when you are not transmitting and brought back to the corner of the mouth when you are. That flexibility is also why it survives being sat on.
The element is electret — a condenser type, which is what the M32 family ships with as standard. If your radio wants a low-impedance dynamic element instead, that is a different part: the S10D moving-coil microphone.

Can I run the headset without a boom at all? Yes — that is the point of a detachable arm. Pull it off and the headset works as plain electronic ear protection.
Do I need a PTT as well? Only if you do not already have one. The boom feeds the headset; the PTT keys the radio.
